I don't think I can help you. If the save previously worked on Windows 7 with the Steam version of Black Mirror, maybe Steam changed something. Black Mirror had issues on some modern computers, so Steam may have done something to try to make it more compatible.

Or Microsoft may have done something in a Windows 7 update.

Do you have a computer with XP or Vista that you can try it on?
