Within the last week or so, I have been getting a popup notification to install MS Visual. Is this necessary and/or legitimate?

I always make sure to keep the MS Visual up to date, but I've never gotten a popup. Can you tell where the popup is coming from? Do you also get a runtime error message? Have you installed a game recently that may need an updated version?
I can't remember which OS you are using...

Dradvr: I can't tell where it is coming from unless it is on my home page. It's occasional. Next time, I'll try to find the source. I'm using Windows7 and haven't installed any games that have told me it needs updating. I don't think I've gotten a runtime error lately.

If you mean it pops up when you open your web browser, your web browser may be infected, or there may be malware in the web browser's cache. You didn't say which web browser you're using, but you can Google how to delete the cache for that particular web browser. Does the pop-up ever appear when you don't have the web browser open?

And run Malwarebytes if you have it. But first do what Jenny said about deleting your browser cache.
