This game will not play in full screen.Have a new monitor 4k 28 inches would this stop it from full screen. All my other games are all ok in full screen. Is there anything I can do to correct this?

I don't know if any of this applies to your situation, but I found some suggestions here.

The game uses 2D backgrounds.
Either your video card or your monitor will have to handle whether it displays "full screen" because the game doesn't seem to have that capability.

A high end card like the GeForce GTX 1070 should have drivers that allow settings for individual games, and the capability to scale a game with a fixed 1280x720 resolution to a 4k resolution.

It's from last year, but here's a description of what's in Nvidia Control Panel

This is very strange.when I launch the game it is in upper left hand corner and running while the rest of the screen has my steam screen in back of it.It looks like the game is in front of the steam screen.even the mouse ikon go from one to another and changes when going from game to backround

Assuming you have the same interface as described here
https://us.download.nvidia.com/Windows/382.33/382.33-nvidia-control-panel-quick-start-guide.pdf

What settingsdo you have under
" Desktop Size and Position - Windows Vista and later "

page 19 in the pdf

Since you don't mention the brand and model number of your monitor, I can't look up any information about whether it supports scaling or not.
