Here is some information from Google about this. It appears that if you are in your Google account, you could be asked about this. But never in an email.

Thank you, Marian. Since I don't use this email address, they cannot verify my age with it. Is that credit card option safe? I know I'm not doing either of the other two options. Do I need a Google account for my phone or the tablet that I just (finally) purchased but haven't received yet? Do I need it for the gmail?
I believe Google was hacked not too long ago. I am thinking this is bogus even though if I go into my account it is asking for this information. How do I even sign out of Google? I signed in but don't see anyplace to sign out.

I use Google as little as possible. I never use it for searching. But I do have a Gmail address and I have never been asked to verify my age. I never use that address for anything official either. I use my main email address provided by my ISP. I think you are right to be cautious here. I would also NEVER in a million years provide my state ID for anything except for filing my taxes. I was just going to say log out of Google, but I see you already found it.
