I was thinking Ophelia for the John Waterhouse's favorite, but the 1903 would end up being Echo and Narcissus.

The clock picture: something happens at the stroke of midnight, or does "stroke" refer to paint strokes, which leads back to John Waterhouse? hmmm....

Here's what I've got so far:

Fate is referenced twice, by the coordinates above and the reference to the fates.
mea domina is related to the Madonna, in that "Madonna" is a corrupted form of "mea domina".
1902 leaves two possible paintings: "The crystal ball" is possible, but I'd lean more towards "The Missal," since it would be better related to the Madonna.

That's the stuff I'm fairly certain of. Now for the rest:

"shew" could refer to a show, OR it could be phonetic for "shoe," in which case a shoe made of a "hard natural material" would be...a clog? Or possibly a sabot?

That leaves Carrus Navalis, which sounds like "Careless Novelist," ... which sounds like "pancakes," to me. cry

Couple of other thoughts, just in case they're useful for anyone:

As someone noted before, "mea domina" could just be "My Lady", which could in turn lead to "My Lady Fate" or just "Milady Fate."

It's probably best to avoid the utterly tangential link to Milady de Winter...

And no, I don't have a clue who "M. Douglas" is, or why that clock (inexplicably linked from a police department website) is either striking midnight or noon.

You are on track but for many of the clues you are straying from the path to enlightenment.

Well, the first part apparently means that Ravenhearst will be made available for $0.99 on October 27th, followed a little over a week later (on the 7th) by the next MCF, which will be called....something which can be abbreviated "MF", and probably includes the word Fate?
