You may be out of luck with the Ti4200 regards this game. There are two things to try. Obtain a more recent driver for the card and create the sublustrum.cfg file.
It turns out that all you need to create the file is use a text editor to generate a file of the needed name and paste into it the following, which starts with a blank line:

opts_video_brightness = 0.5 ;
opts_audio_music = 0.57 ;
opts_audio_sound = 1 ;
opts_game_nomove = false ;
opts_game_noidle = false ;

opts_mouse_lefthanded = false ;
opts_mouse_sensitivity = 0.5 ;
If the game starts, then you can adjust the Settings as desired. The above is for the lowest video settings possible.
