 I just came across an advertisement for Outcry; The Dawn. Assuming that this is exactly the same game as OUTCRY, why was the name changed? Is this simply one of those "Trick 'em and maybe they'll buy it twice" deals or are there some additions to the newly titled game?
If all the people were heroes, there would be no one to watch the parades.

As near as I can tell, this is Outcry, going by other names, in different parts of the world. That happens sometimes.

You are just thinking locally the Haze. This game was developed in Russia. It was released as Sublustrum in the market (Russia and CIS) on May 22, 2008 and as Outcry in the U.S. on Sept 3, 2008. This new release aka Outcry The Dawn with the release date of October 30th, 2009 is the European (UK, Australia, New Zealand amongst others) launch.
Same game, different title and release dates depending on geography.

Thanks, Lily.bart, I fear you are correct. I may well be a bit too old to think that the context of "local" involves continents. I'll be a more careful next time. I suppose I should note that I bought and played the game a long time ago and really enjoyed it.

Well, this is just my option and certainly not official, but I looked on the Amazon site you referenced.
As far as I can tell by Google only Amazon UK uses the title Outcry: Mysterious Machine. The one you noted was published by Dreamcatcher Interactive and shows just the name Outcry and Adventure Company logo on the cover. I assume that it is the US release for sale on a UK site.
The Outcry: The Dawn noted has Mamba Games based in the United Kingdom, London as publisher. So this one must be the European release.
I know, the Haze, it's hard sometimes to think Globally and to reconcile the wait between development and publication than distribution. Dead Mountaineer's Hotel was released by Akella in Russia in December of 2007. Almost 2 years later we are still anticipating a US launch by a publisher. I'm lucky in the fact I have a close friend in the military stationed overseas and depending which title is launched first we trade his European releases in English and my US releases through mail like candy! And it has been noted by other Boomers that Germany and other European companies seem to be dominating the Adventure game market.
