I've played this on my laptop before and had no problems. I'm trying to play again and after I install, I can't get game to start. It says "Game not responding. Check on-line for solution or close game." I even tried installing with antivirus off and run as administrator. Anyone have any ideas?

Is this the download version of the game?
If it is, I wonder if it has to re-authenticate before it will work.

No, it's the disc version.

Have you changed your video drivers between the last time you played it successfully and now?

No, not that I know of. The only thing was that I updated some Windows files as suggested.

Try uninstalling using Revo Uninstaller, then reinstall.

Maybe your last uninstall left something behind that is interfering with your new uninstall. Revo Uninstaller is supposed to be better than Windows Uninstaller.
