She said she tried safe mode before and couldn't get either sound or video at all. Will try again.

It's normal not to have sound in Safe Mode.
But you should have some sort of default low-resolution video drivers loading or you'll just get a black screen.

That's right - normal for no sound, but there should be at least basic video drivers - just enough so you can use the OS.

There is a built in utility she can run to get a bit more info on the IRQ assignments. Have her run MSInfo32 (From the Run Command).

Expand the Hardware/Resources key, and highlight Conflicts and Sharing. See if any of the affected components (USB, Mouse, Video or Sound) are on the same IRQ line. You can also see the list from Device Manager if you choose View Devices by Connection (or type).

Anything that requires a priority line will be slow (or choppy) when shared with a slower device. As a last resort, most BIOS setups allow you to refresh your PnP devices (which generally results in new IRQ assignments). There should be a Plug and Play OS selection (set it to yes).

I’m beginning to think the BIOS was affected when the Power supply failed.

Well, I thought I posted late this morning, but obviously I forgot to hit Submit or who knows!

I talked to Winfrey this morning and all is well. I had suggested disabling her network connection as my mom's XP did that when she went from cable to FIOS. It kept looking for her ethernet connection. But WInfrey decided to start reconnecting everything exactly as it was before the move. When she added her uninterruptible power supply, System stopped working overtime. She had just gone from the surge protector to the wall before. Then she followed your suggestion, Inland, and checked the sound settings. Sure enough, the "echo" effect was selected.

So, she wanted me to thank everyone here for all their suggestions and help. Even though she doesn't have internet yet, she is VERY happy to have her computer up and running normally! She hopes to have internet when they get back from a short trip back to California and will thank you all personally then!
