Did you get the bar off the small window yet? If you haven't, there is something in this area that will help you. Then you have to make a trip to the lobby for something.

I think if you look in the small window you can click on the thermometer and make it hotter in the boiler room.

You have to use the hammer on the brick in the small window and then the middle bar will come out which will let you fix the thermostat through the window.

It kept saying it was making too much noise but i just kept going at it. come to think of it, i also used the cloth. perhaps it muffled the sound of the hammer. i just persisted until the brick fell apart.
