I can't get the skin for the drum made for some reason. I've got the two plants and given them to the angler, who says he will make the skin but then nothing happens.

Wincey, have the plants gone from your inventory now? Here's what was advised on an older thread here:

You do need to speak to the prince and I think he's on the far side of the gazeline corral. Do you know why you need to repair the drum? I think you just talk to the major once you have the items needed to cure the skin and he gives it to the angler.

So you might also need to have more dialogue with the prince and the major, and see if that triggers the skin being made.
