I have a Dell laptop,had windows 8.1 and the dvd icon some times
appears and some times not.
After I got windows 10 I have the same problem.
In device manager the dvd/cd drivers appears only in view(Show in hidden devices).
When I go to properties it says:

Currently, this hardware device is not connected to the computer. (Code 45)

To fix this problem, reconnect this hardware device to the computer.

I have upgrade from Dell and Microsoft the dvd drivers.

Is my dvd broken or is another issue?

The DVD drive probably needs replacing.
I suppose it's possible that it shook loose and only needs reseating (if this is a laptop you travel with and gets bumped around a lot). But most likely the drive itself is failing.

You might check to see if you can find instructions for exchanging the DVD drive on your laptop model. Or buy an external DVD drive that plugs into USB and disable the flaky internal DVD drive in your BIOS/Setup.

This type of problem generally means the cable to the dvd or similar hardware issue is not connected properly or a BIOS setting is wrong and your computer does not see the drive. A Google search for this issue found that Dell has issued several support web pages on this.

On the above there is:
"2.Reseat the drive. The cabling of the drive may be loose, or the drive may not be seated correctly in the laptop. Refer to the product page for your computer for information on reseating the cables or the drive in the computer.
3.Update the optical drive firmware and the BIOS on the computer. In some instances the firmware of the drive may become corrupted or the BIOS may 'lose' the drive. Visit the Dell Drivers and Downloads website and input your Service Tag to get updates specific to your computer."

You already updated the driver so ignore that as a possibility.
