I'm trying to collect trash for more money but any time I try to click on it nothing happens. What am I doing wrong?

You do not collect trash - you see if the trash hides money.

Not all trash has money. You have to look at different trash at different locations to see if they have money hidden there.
The usual ones that has money can be found at Campo Santa Margherita.
