I get the impression it means someone is a brick shy of a full load. The lights are on but no one's home. The elevator doesn't go all the way to the top. Someone who is just a bit off or a little strange.

I understand. You will not find this in a dictionary, at least, any I have looked at. It is an old English word. I am looking for a certain definition.

It's in my dictionary online and in urban dictionary. I have not ever heard it used though as stated in either one.

Aha Ana. Now I know why Bill and I use the word and why anyone I ask doesn't know that particular meaning. I wondered where the meaning came from. Bill's mom used it all the time.

Okay, I'll play. I haven't looked it up yet and have never heard it used.
I know a couple close words.
Blinkered - I think this is a British term but I'm kind of hazy...I will be looking this up to but from memory I think it goes something like, "I'll be blinkered." It doesn't sound quite right though. I will add the correction after looking it up.
"On the Blink" - hmm...this one doesn't sound right either now that I say it out loud but the idea is that it's like, "on the fritz." It means out of order, not working.
So here is my guess, Blinky means unreliable like an old car.
Now it's google-time.
Added: Blinkered means looking at something narrowly like a blinkered horse. I didn't think of that because I always use the word blinders rather than blinkers. I use the expression, "with blinders on."
I got "On the blink" right.
I found the definition of Blinky and I wasn't really even close. I can confirm that I have never heard it before. It apparently never made it to the Pacific Northwest where I grew up or the northern mid-west where my parents/grandparents are from.

Ana, if a word has a specific meaning and a person is guessing as to it's meaning and gets it wrong, then it is wrong. It doesn't mean being told "it's wrong" is a personal slap, just that the guess is wrong/incorrect/in error.
Judging by what others are saying I'd now guess it's closer to meaning not working right. On the fritz. Now I could Google it to see what's on the web, but I'd rather wait and let flutist give the definition. After all, what flutist has in mind might not be what's online.

If you anagram Blinky you get... By Kiln and By Link Interesting but not useful in this discussion I'm afraid... But...it sounds like a great term to use on the occasion you note someone blinking their eyes quite often
