Go back down to the shopfloor, go forward towards the rows of machines then up (towards the computer screen) either one or two rows.. check out each workbench, there is only one where you can interact. Tig

There's only one place to get Oscar's feet. I'll see if I can see what is missed. Talk to Oscar about everything. Find out that he needs part XZ2005-B for feet. You get a punch card. You used the forklift just outside Oscar's room to bring material to the factory. You turned on the power to the assembly line using the room at far corner of the factory. Control panel - Insert Oscar's punch card in the slot at bottom center of the panel. Pull down the lever for assembly line 3 (only one that works) at bottom right and the light will turn on. The lever on the left of the punch card selects the skin tone of Oscar - flip the lever to select tan color (selections are tan, white, brown and mottled brown). If you've done this - maybe best to go back to a saved game and redo - it might jar something.

If I can add something here--I had trouble with this leg-making process, too, Mome, because I kept choosing the wrong color of wood. Everytime I made a pair with the wrong color of wood, I'd take them to Oscar, he would reject them, and Kate Walker would say something like "Maybe I've forgotten something."
Pay no attention to what Kate Walker says. If you have gotten a pair of boots out of the assembly line, even if they are defective, you haven't forgotten anything.
I suspect that you just need to change the color of the wood to the right one. There are 7 choices, as I recall--if you can't tell the differences between them (and I couldn't very well on my monitor), then concentrate on the lighter shades.
