Hmm. It's usually because Steam wants to update first before launching the game, I think.

Have you tried opening the Steam client first, or do you mean you're actually running the client already and trying to start the games from there?

no i went to their web page and found 2 free games i like click play game and it says is steam install i say yes then it says open steam bootstrapper app.

The Steam bootstrapper app is the app that has to be running on your PC in order to install and play games (that you've obtained from Steam). You cannot play their games any other way on a PC, regardless of whether they were free or you paid money for them.

If you've installed Steam, you already have the bootstrapper.
Try Googling the problem and you'll find many things can cause the bootstrapper error and it is not a new problem. Several possible fixes, including unplugging the gamepad:

Can also be antivirus blocking it.

Some people have fixed it by running the Steam client in compatibility mode.

Some people have fixed it by uninstalling Steam and everything except the steam\apps folder, then reinstalling.

Nobody knows for sure what "fix" might work with your particular computer.
You just have to try the different possible solutions until you find one that works.
