If the game uses QuickTime (I think it does), you probably have the wrong version of QuickTime. The game came out around 2003 and may not work with newer versions of QuickTime than what it was made for.

Also you may need to install the game to My Documents or somewhere other than the C:\Program Files folder

It might run better inside a virtual machine with Windows 95 or 98 installed.

First check to see if you have QuickTime installed.

If you want to check what version of QuickTime is currently installed, go to Windows Control Panel, click the QuickTime icon, and choose About QuickTime from the dropdown box.

More detailed instructions here (scroll down to relevant part)

You can uninstall your current version of QuickTime through Add/Remove programs. Remove it and install the version that came with the game. (If the game shipped with QuickTime 3, you probably have a newer version installed and would want to remove it before installing QuickTime 3).

For the game itself, you should be able to choose My Documents as the install location during the install procedure. The path to My Documents is
C :\Documents and Settings\ username \My Documents

(where C is the drive in which Windows is installed, and username is the currently logged-on user.)

You can't just move the game folder to My Documents manually (and have it work) because the entries the install puts in the Windows registry will still be pointing to the old location in C:\Program Files.

If the QuickTime on disc 2 of the game is QuickTime 6, you don't need to use QuickTime 3.

What walkthrough are you looking at?
The one ***here at Gameboomers*** doesn't seem to mention a patch for slowing a clock. When I look on the Internet, there's one for an OpenGL fix and one for a crashfix, but I don't see one to slow a clock.

As far as I can tell, it's here
http://www.legacygames.com/

However I don't see any sign of Law and Order: Double or Nothing on that site. I suspect they were either bought out or they dropped support for the Law and Order games.

Do both have the same Windows version of XP?
Did you try Windows 2000 mode with both?
Does the old computer use hyperthreading or a dual-core processor?
Does the new computer have a multi-core processor?

Maybe that's why the game works on the old one then.
You can try assigning the game to a single processor core using one of the procedures in ***this article***. Instructions are the same for a multi-core processor as for hyperthreading.
