You can check the Display tab in dxdiag for the date or version of the drivers.
But I doubt there would be new drivers being made for a laptop version of the Radeon 200. Ghost Pirates is a realtime 3D game and your graphics card is probably just too slow, whatever the drivers are. This is the price we pay for "pretty" real time 3D games with all their visual enhancements.
Make sure any "extra" video effects are turned off in the game's options menu. Turn off anything like shadows, antialiasing, filtering, animations, etc. and reduce resolution if possible. This reduces the work a low end video card has to do when it isn't keeping up with the game.
